Computing Arts: Digital Resources for Research in the Humanities2001
is held in association with the Digital Resources for the Humanities
(DRH) organisation in the United Kingdom, and is supported by The
Australian Academy of the Humanities and the Nation al Scholarly
Communications Forum. Sponsors for the conference include Bell and
Howell Information and Learning.
Computing Arts 2001 will explore the impact of digitisation on the
humanities, and will focus on new methods of creating, using and
conserving the resources which comprise our common cultural heritage.
Computing Arts 2001 will focus on the impact of new technologies on
research and creative endeavour, on teaching and learning, on
publishing, on conservation and curation, on librarianship and
archiving. It will be the first forum of its kind in the regio n to
bring together practitioners in such a wide range of disciplines. It
will provide a formal ongoing focus for researchers, scholars and
librarians in the region to discuss their work in all its aspects and
applications, and to develop networks and col laborations to extend
the use of new technologies into the traditions of humanities
research, study and appreciation.
We are planning in addition a number of workshops in partnership with
other Australian universities and libraries. These will focus on new
tools and techniques in humanities computing applications, and will
be relevant to a broad range of discipline s in the humanities.

THEME and TOPICS
Computing Arts 2001 intends to attract the reporting of relevant work
in a broad range of fields, including archaeology, art history,
history, languages and linguistics, literary studies, music,
performing arts, as well as work detailing techn iques and issues
associated with the creation and use of digital texts, databases,
images, sound, video and digital mapping.
Suggested topics of interest include, but are not limited to:
humanities computing; scholarly editing; text encoding; text
analysis; textual studies; hypertext; text corpora; computational
linguistics; GIS mapping; digital libraries; archival description;
digital imaging; image delivery; iconic visualisation; multimedia;
languages; scripts; special characters; unicode; electronic
publishing; markup languages; XML; pedagogical applications;
institutional implications of humanities computing; national and i
nternational coordination and collaboration issues and outcomes;
funding.
SESSIONS
The Conference Program will provide a wide range of sessions including:
- Keynote presentations
- Technical and subject-specific demonstrations and presentations
- Panel sessions
- Open discussion sessions
- Workshops and tutorials
All demonstrations and presentations other than keynotes will be of
30 minutes duration.
Workshops/Tutorials will each last approximately 3 hours.

Australian Democrat Senator with responsibility for information
technology, Natasha Stott Despoja, will open the conference.
The first keynote speaker, Mary Ellen Bates, principal of Bates
Information Services, will speak on the role of the information
professional in the new information economy. She will explore the impact
of the Web, urge us to look at our blind spots, redefine ourselves and
the profession, watch 5 trends and give us some advice on surviving
without going crazy.
On Wednesday 17th, Factiva President and CEO, Clare Hart, will focus in
her keynote address "Internal and External Information - Training
Implications" on key topics facing the information industry today and

The coverage and size of the National Bibliographic Database has grown
considerably over the last six months. From July to December 2000, over
1.47 million holdings have been added to the NBD. This is almost the same
number of holdings added during the twelve months from July 1999 to June
2000. This pleasing result is due to strong online contribution, smooth
operation of the Batch*Link service, and some large retrospective loads from
several university libraries.

The National Library of Australia has just produced a set of guidelines to
assist the creators and publishers of web resources called "Safeguarding
Australia's web resources : guidelines for creators and publishers"

The guidelines provide advice on creating, describing, naming and managing
web resources to facilitate their ongoing use. The practices that are
recommended will make it easier to carry out future preservation actions,
which may be necessary in the longer term to maintain continued access to
important resources.

Interlibrary Resource Sharing Code launched
Australian Library and Information Association President, Professor Mairéa=
d
Browne, launched the new Interlibrary Resource Sharing (ILRS) Code last
night at a reception held in the Australian National Maritime Museum,
Sydney, hosted by the National Library of Australia.
Professor Browne said, "library users nominate the ability to obtain
resources from beyond their own libraries and institutions as one of the
most valued library services. The new Code will help libraries to improve
the reliability and consistency of interlibrary loan and document delivery
services and give more choice and flexibility to users".
She encouraged all libraries to adopt the new Code.
What does the new Code deliver?
The ILRS Code updates the Australian Interlending Code, which was last
substantially reviewed by the former Australian Council of Libraries and
Information Services in 1994. The new Code delivers:
=2E flexibility and choice to meet varied user needs;
clearly defined and unambiguous service standards, for example, for
turnaround time and delivery method;
=2E a specified turnaround time for a core level of service;
=2E greater predicability and consistency; and
=2E increased incentives for libraries to improve their interlibrary
loan and document delivery supplying operations.
What is in the new Code?
There are new service standards and core principles for interlibrary loan
and document supply transactions between libraries. The service standards
set out four levels of service:
Core (5-day turnaround)
Priority (2-day turnaround)
Rush (1-day turnaround)
Express (2-hour turnaround)
There is a Default, or fall-back, level when the Core service cannot be met.
There is a scale of recommended prices based on the current rates.

Who will use it and when?
The Code has been endorsed by the peak library organisations (the National
Library of Australia, the Council of Australian University Librarians, the
Council of Australian State Libraries and the Australian Library and
Information Association) for adoption by all Australian libraries.
Libraries will commence using the Code in the first quarter of 2001.
How do I find out more?
To accompany the Code there is a more detailed Guide to best practice for
interlibrary resource sharing in Australia

A series of one-day workshops conducted by AIMA Training and Consultancy
Services will assist participants develop implementation strategies for

How was it developed?
The Code is the culmination of eighteen months of intensive work by the
NRSWG, with contributions from many colleagues. The NRSWG researched
Australian and overseas interlending practices, codes and standards;
consulted libraries and users; and mapped requesting and supplying
processes.
The NRSWG was set up in 1999 by the National Library of Australia with
support from the Australian Library and Information Association, the Council
of Australian University Librarians, the Council of Australian State
Libraries and the Australian Library Collections Task Force. It is a
committee of interlibrary loan and document supply practitioners and
managers from all library sectors. The NRSWG was established in response to
widespread concerns among libraries and library users about the
effectiveness of Australia's national resource sharing system. Their brief
is to ensure a robust, reliable and cost-effective interlending system is in
place to support Australian libraries in meeting the needs of their users.

document supply provisions of the Copyright Act (ss. 49 and 50), I have

The National Library of Australia has just produced a set of guidelines to
assist the creators and publishers of web resources called "Safeguarding
Australia's web resources : guidelines for creators and publishers"

The guidelines provide advice on creating, describing, naming and managing
web resources to facilitate their ongoing use. The practices that are
recommended will make it easier to carry out future preservation actions,
which may be necessary in the longer term to maintain continued access to
important resources.

Stevan Harnad's provocative keynote paper and inventive solution for an
information anomaly, "For Whom the Gate Tolls? How and Why to Free the
Refereed Research Literature Online Through Author/Institution
Self-Archiving, Now", is now available at the Information Online
Conference 2001 site at www.csu.edu.au/special/online2001.
ABSTRACT:
All refereed journals will soon be available online; most of them
already are. This means that anyone will be able to access them from any
networked desk-top. The literature will all be interconnected by
citation, author, and keyword/subject links, allowing for unheard-of
power and ease of access and navigability. Successive drafts of
pre-refereeing preprints will be linked to the official refereed draft,
as well as to any subsequent corrections, revisions, updates, comments,
responses, and underlying empirical databases, all enhancing the
self-correctiveness, interactivity and productivity of scholarly and
scientific research and communication in remarkable new ways.
New scientometric indicators of digital impact are also emerging
<http://opcit.eprints.org> to chart the online course of knowledge. But
there is still one last frontier to cross before science reaches the
optimal and the inevitable: Just as there is no longer any need for
research or researchers to be constrained by the access-blocking
restrictions of paper distribution, there is no longer any need to be
constrained by the impact-blocking financial fire-walls of
Subscription/Site-License/Pay-Per-View (S/L/P) tolls for this give-away
literature. Its author/researchers have always donated their research
reports for free (and its referee/researchers have refereed for free),
with the sole goal of maximizing their impact on subsequent research (by
accessing the eyes and minds of fellow-researchers, present and future)
and hence on society.
Generic (OAi-compliant) software is now available free so that
institutions can immediately create Eprint Archives in which their
authors can self-archive all their refereed papers for free for all
forever <http://www.eprints.org/>. These interoperable Open Archives
<http://www.openarchives.org> will then be harvested into global,
jointly searchable "virtual archives" (e.g., <http://arc.cs.odu.edu/>).
"Scholarly Skywriting" in this PostGutenberg Galaxy will be dramatically
(and measurably) more interactive and productive, spawning its own new
digital metrics of productivity and impact, allowing for an
online "embryology of knowledge."
