Ex Libris acquires rights to SFX Reference Linking Software

=46ebruary 4, 2000 Chicago, Illinois.    Ex Libris announced today that the
company has acquired the sole rights to the SFX Reference Linking Software
Solution from the University of Gent (Belgium) and will begin its immediate
deployment. SFX will play a vital role in Ex Libris' new Internet Strategy.

The wide use of hyperlinks on the World Wide Web has conditioned Internet
users to expect similar linking convenience within other computer
environments, including digital library collections.   However, when you
want to ascertain the availability of items, it is still a case of
"hit-and-miss".

As the Web evolves, the creation of services that link related information
entities is an area of strongly growing interest, particularly for the
research community and for managers of research-related information
systems.Publishers, subscription agents, researchers and libraries are
looking for ways to create value-added services through linking these
entities.

"SFX is a groundbreaking tool for discovery and navigation that will deliver
such linking services in the scholarly information environment" said Oren
Beit-Arie, Vice President of Research and Development.  "SFX enables linking
between all parts of an electronic collection: full-text repositories;
abstracting, indexing and citation databases; online library catalogs;
citations appearing in research articles and other web resources. For
instance, SFX allows publishers to provide links back to individual
libraries within the online journal pages. These links enable librarians to
add customized online services for users based on their local resources and
environment. "

Deployment Plan

Ex Libris, a leading worldwide developer of high performance applications
for libraries and information centers, will be working with the developers
of SFX - Herbert Van de Sompel and Patrick Hochstenbach - to deploy SFX
worldwide. Several renowned research institutions in the US and Europe have
already expressed their interest in becoming early adopters.

Ex Libris is establishing an independent Information Services Division of Ex
Libris (USA) Inc. that will be responsible for the development, sales and
support of the SFX service.

Background

SFX is a system that dynamically interlinks numerous electronic resources
and can be used in a wide range of digital libraries.  SFX is based on the
research work about the reference linking problem undertaken by Herbert Van
de Sompel at the University of Gent and the Los Alamos National Laboratory.
It has been applied in the complex digital library environments of both
institutions. The solution has successfully demonstrated its ability to
dynamically create services interlinking:

· Abstracting and indexing databases (Inspec, Medline, PubMed, Public Geno=
me
database, MathSci, Compendex, LiSa, Current Contents, BIOSIS, Books in
Print, EconLit, Ulrich)
· Library catalogues
· Citation databases (ISI, SLAC/SPIRES)
· Citations in research papers (Wiley InterScience, American Physical
Society PROLA archive)
· e-print archives (Los Alamos xxx  and the experimental UPS Prototype
service),
· Internet Bookshops

All of the above were running on a wide variety of platforms (SilverPlatter
ERL, Ex Libris Aleph 500, Geac Advance, Topic, etc.).

The SFX solution is already highly acclaimed within the digital library
research community. A number of articles have been published in D-Lib
magazine and SFX has been widely presented during the past year. For further

Expert Advisory Group on Access to Electronic Resources


The National Library is planning to use Kinetica's resource sharing services
to improve access to electronic collections in Australian libraries.
Consultation with the CAUL Electronic Information Resources Committee
(CEIRC) identified significant problems and costs in providing access to
these valuable resources.

The Library has appointed an Expert Advisory Group to provide advice on
improving the availability of cataloguing and location information for
electronic collections, and reducing maintenance costs in local systems and
the National Bibliographic Database.  The problems identified during the
consultation with CEIRC will be referred to the Expert Advisory Group.


Terms of reference

The Expert Advisory Group on Access to Electronic Resources will advise the
National Library on

*	Identification of major electronic resources acquired by Australian
libraries
*	Availability of cataloguing data corresponding to collections of
electronic resources

Hi all,

The pilot site for HealthInsite can be accessed at:

The Australian Federal Minister for Health and Aged Care, Dr Michael
Wooldridge, has described HealthInsite as follows:

Developed by the Commonwealth Department of Health and Aged Care,
HealthInsite will be a single gateway to credible information on a broad
range of health issues. This information will come from leading health
information providers, including consumer groups, peak health
organisations, government agencies and research and educational
institutions.

We aim to have the public launch of HealthInsite at the end of March.
Meanwhile, I invite you to have a look at the pilot site and make any
comments via the feedback form. Of particular interest to indexers and
cataloguers are the publishing standards at:

These incorporate the metadata standards, on a separate page at:

Thirdly, through the power search options you can get to the thesaurus
search and navigator at:

Subject indexing using the thesaurus is what drives the results sets in the
HealthInsite topic pages.

You cannot see full metadata records on HealthInsite. However our partner
sites are starting to embed HealthInsite metadata records into their own
resources. For example, you can look at the source code of some of the fact
sheets on the Women's Health Queensland Wide site

We have tried very hard to follow Dublin Core and Australian Government
Locator Services standards in the metadata. This has been a little
difficult while the standards have been under development and so you will
find a few quirks. In particular, the way we use an HTML cover page to
record the metadata for a PDF file.

Anyway, I hope you enjoy a quick look around, and in a couple of months I
will be advising you of the public launch.

AARNet, with the assistance of Nortel, is pleased to announce
the first Advanced and Innovative Internet Workshop with
special guest Mr Bill St Arnaud, Senior Director Network
Projects, CANARIE.

CANARIE is Canada's advanced Internet development organisation
and has led the development, coordination and implementation
of the world's first national optical R&D Internet network
 - CA*net 3

Mr St Arnaud's visit provides the opportunity to gather together
Australia's advanced Internet network specialists from AARNet,
Universities, CSIRO, CRCs, Government and leading commercial
organisations to discuss the development of advanced,
high-capacity network services and applications in Australia.

The CANARIE project is an important model for the work on an
advanced infrastructure test-bed that is currently being
considered by the Government under the Australian Advanced
Communications Infrastructure Development (AACID) program.

The workshop will also cover the recent AARNet Voice over IP
project that now carries all inter-CSIRO voice traffic in
Australia and is being extended to all Universities.

Other topics will include the use of satellite LAN;
Australian developments in advanced network infrastructure
and applications; interconnection of Australian and North
American test-beds; and a panel discussion on stimulating
advanced applications development in Australia.

Copyright owners, RMIT and national library in online alliance

The National Library of Australia (NLA), RMIT Publishing and Copyright
Agency Limited (CAL) have combined to develop a new online research product,
"Australian Public Affairs – Full Text".

Launched in Melbourne tomorrow at the 10th VALA Biennial Conference and
Exhibition, "Australian Public Affairs – Full Text" is an online collectio=
n
of scanned documents from the top 200 Australian journals indexed in APAIS
(the Australian Public Affairs Information Service), which is produced by
the NLA.

Copyright Agency Limited’s Business Development Manager, Susan Bridge, sai=
d:
"CAL has undertaken the considerable task of clearing permissions for
articles, and coordinating royalty payments to journal publishers.

"RMIT Publishing will therefore be able to offer subscribers to Australian
Public Affairs – Full Text a combined user licence for full-content and
database access to this exciting content delivery service, which will
initially focus on the business, health and law sectors.

"Repertoire representing subject areas outside business, health and law are
also included in the database, and these lists will be expanded during 2000
and beyond," she said.

"For the cost of a subscription, a library and its users (staff, students
and the public) may search the APAIS index and, if an article is available
on Australian Public Affairs – Full Text, the user can link to a PDF file =
to
view, download and print (subject to the terms of the subscription licence).

"The PDF file will include all images, diagrams and charts contained in the
original article.

"This initiative provides a good example of the kind of e-commerce models
Australia needs to develop if we are to foster the local creation of quality
online content," Ms Bridge said.

"In any market for intellectual property, creators need to know they will
receive fair rewards for trading their rights and that effective channels
exist to distribute their work to the public.

"Australian Public Affairs – Full Text is an innovative way of ensuring
Australian authors, artists and publishers receive fair rewards when their
work is copied by a particular market sector, while simultaneously
facilitating public access to copyright material.

"CAL looks forward to further growth and development of this new alliance
between RMIT Publishing, the National Library of Australia and copyright
owners," Ms Bridge said.

this proposed event to be held in Melbourne.

Australia lays claim to being one of the world's most culturally diverse and
multilingual countries. When it comes to the internet, how true is this
claim of our local content and industry? This day is devoted to exploring
what Australia has done so far, and what the possibilities might be.

Papers and/or workshops (of up to 45 minutes duration) from academics
(referred papers), developers, and information organisations (including
libraries, government, and the private sector) are sought for presentation
at the conference. All papers & presentations should be designed for
non-specialist audiences, and connect theory and practice.

Abstracts of up to 500 words should be sent to me directly for consideration
by the committee.

$500,000 in copyright fees for copied artistic works


Copyright Agency Limited (CAL) has begun distributing up to $500,000 to
owners of the rights to illustrations, photographs and other artistic works
that were published to illustrate text, then photocopied by schools,
universities and TAFE colleges.

"Our analysis shows that, so far, artists who are rightsholders comprise 28%
of recipients, while 68% of the rights owners in this distribution are
publishers," said CAL’s CEO, Michael Fraser.

"These statistics reflect a recent survey of the use of artistic work in
Australian publications, which found publishers of educational books are
much more likely to own the full rights to artistic works than all other
publishers except governments.

"Much of the artistic material published in educational books consists of
line drawings, illustrations, graphs and tables, and these are often
produced in-house by graphic artists employed by publishers. As employers,
publishers therefore own the copying rights.

"However, newspaper photographers and cartoonists are also included in this
distribution, which has so far identified 77 artists, 189 publishers, and 12
other copyright collecting societies as being eligible to receive payment
from this $500,000 distribution," he said.

The $500,000 was made available by CAL’s Board of Directors to distribute =
to
rightsholders after section 135ZM of the Copyright Act 1968 was amended in
July 1998. The amendment allows CAL to distribute money for artistic works
included in a page of text that is then photocopied by an educational
institution.

"The amendment applies only to copying by educational institutions of a page
of a literary, dramatic or musical work which also includes an artistic work
explaining or illustrating the text or music," he said.

"A typical example would be an illustration or a map in a history book.

"This distribution of the Illustration Fund represents an exciting
opportunity for CAL, allowing us to develop closer relations with the
artistic community in the years to come," Mr Fraser said.

This distribution of CAL’s Illustration Fund is based on data collected fo=

CAL’s July 1999 distribution, which represented the first survey of copyin=
g
completed after the Act was amended in July 1998. The amendment to the Act
applies only to copying by educational institutions under the statutory
licence. Other licences administered by CAL are not affected.
