collections held by Federal libraries not recorded on the NBD'. Thanks to

The National Library of Australia is committed to preserving nationally
significant Australian online publications and began work on this task in
January 1996 by formulating selection guidelines. (see:
http://pandora.nla.gov.au/scoap/guidelines.html). Since then, the Library
has been routinely selecting Australian publications on the Internet for
long term preservation.
In June 1996, the PANDORA Project (Preserving and Accessing Networked
Documentary Resources of Australia) was established to build the archive.
The National Library maintains a list on its homepage of all titles that
have been successfully archived in PANDORA. It is located at:

updated weekly.
Every two months an announcement will be made via this discussion list on

CAVAL achieves RTO status
CAVAL is now a Registered Training Organisation (RTO). This means that we
will shortly be offering an optional assessment component to many of our
courses that will allow participants to work towards formal
qualifications. We are also preparing to introduce new modules that will
form part of formally accredited Certificate and Graduate Certificate
courses. Details will be provided on our Web site

March 2000 brings the introduction of a new CAVAL/AIMA workshop -
'Information Audit: a first step towards effective knowledge management'.
This 2-day workshop will explain the information audit process and how it
forms the basis for the development of an effective knowledge management
strategy. It will provide the practical skills needed to conduct an
information audit and explain how to tailor the process for specific
types of organisations. The workshop will be held in Melbourne, Sydney,
Brisbane, Perth, Adelaide, Darwin and Wellington, with the Melbourne
workshop being held at the CARM Centre.

National issues facing the UK Higher Education Sector in the provision of
its information and research infrastructure
Chris Rusbridge, Programme Director of the UK Electronic Libraries Programme
(eLib), [http://www.ukoln.ac.uk/services/elib/] will be presenting a
lunchtime seminar (12.15-1.30pm) in the National Library Theatre (Lower
Ground Floor) in Canberra on Wednesday 23 February 2000.
Chris is currently managing the final phase of the eLib programme. eLib was
established in 1995 by the Joint Information Systems Committee (JISC)
[http://www.jisc.ac.uk/] within the United Kingdom with the aim of engaging
the Higher Education community in developing and shaping the implementation
of the national electronic library.
Early eLib projects addressed issues such as document delivery, access to
network resources, electronic journals and digitisation. More recently eLib
projects have concentrated on large scale resource discovery, or clumps;
preservation; and turning early projects into services. The current phase of
eLib also includes a major stream of hybrid library (combination of print
and electronic information) projects in the UK [see
http://www.jisc.ac.uk/elib/projects.html#hl].
Chris recently set up the JISC/NSF (US National Science Foundation)
international programme [http://www.jisc.ac.uk/progs/index.html#nsf] which
aims to foster collaboration between US researchers and research teams from
other countries on joint research projects to progress the development of
the digital library concept. He has also played a key role in the
development of new strategic frameworks for future programmes, including
developments to support the Distributed National Electronic Resource (DNER).

Chris has previously been a developer of engineering, database, and
transaction processing systems before moving to higher education computing
support in Australia. He later became Director of Information Technology
Services at the University of Dundee, and also worked as IT Coordinator in

regardless of disability is an essential aspect." Tim Berners-Lee,
creator of the World Wide Web
What is an accessible web? An accessible web is available to everyone,
irrespective of sight, physical, or other disability. This workshop
will show you how to do achieve this. Accessible web design also
improves the general quality of web services, through improved
download times, navigability, and simplification of maintenance tasks.
Due to demand, the popular accessible design workshops usually held in
Melbourne, by Vicnet, the internet service of the State Library of
Victoria, are being held at the University of Canberra.
The workshop will be of interest not just to web designers, but those
responsible for commissioning or managing the development of online
content.
The workshop will assist you in working with design guidelines such as
those being considered by the Australian Human Rights and Equal
Opportunity Commission. The Human Rights and Equal Opportunity
Commission has been given a reference by the Attorney General. The
Commission is to provide a final report by 31 March 2000.
In order to best benefit from the workshop, a working knowledge of how
web pages are created and managed is strongly advised.

Extraordinary General Meeting of the Association
-----------------------
The General Council has called an Extraordinary General Meeting of the
Association to be held on Tuesday 22 February 2000 at 5.30pm in the ABC
Theatrette, ABC Ultimo Centre, 700 Harris Street, Ultimo, Sydney. The
business of the meeting is to seek the agreement of the membership to the
Association incorporating under Part 5B.1 of the Corporations Law whereby
it registers a body corporate as an Australian company. Resolutions to be
put to the meeting are those required by the Australian Securities and
Investments Commission and the Commonwealth Department of Prime Minister
and Cabinet for the Association to proceed under Part 5B.1. In doing so,
the Association would be only the second organisation to take this course
of action and would not be required to go through voluntary liquidation.

Leila Hoffman awarded OAM

Congratulations to Leila Hoffman, well-known to school and children's
librarians, who has been awarded the Medal in the General Division of the
Order of Australia for 'service to community through campaign (sic) for
equal pay, establishment of WA Young Readers Book Award and Perth Torah
Education Centre Library'. Library colleagues describe her as
inspirational in her abilities as an organiser, team member and a mentor.
ALIA Draft Constitution

The draft Constitution for ALIA as incorporated under Corporations Law is

This draft has been agreed to by General Council and will be presented
at the Association's Extraordinary General Meeting of 22 February 2000.
Election of directors
-----------------------
The closing date for nominations for election to the Board of Directors
has been revised to 10 March 2000 to accommodate changes in the
incorporation process. Ballot papers will be distributed in the April
issue of inCite and the ballot closes on 8 May 2000. Form and information

Manager/Library Technician of the Year
-----------------------
Nominations for the Association's Library Technician of the Year Award and
Manager of the Year Award close on 1 June 2000.
Recognition and encouragement of good management practices within
Australian libraries and information services is the aim of the Manager of
the Year Award. Personal members who, as managers, have demonstrated
outstanding skills in planning, resource allocation, project management,
communication, leadership, interpersonal relations and marketing, are
eligible to be nominated for the Award.
The Australian Library Technician of the Year Award aims to promote the
role and image of library technicians in library and information services
both in the workforce and in the wider community. The Award is open to any
personal member of the ALIA Library Technician Section who holds an
ALIA-recognised library technician qualification.

Digital Agenda Bill update
-----------------------
The House of Representatives Standing Committee on Legal and
Constitutional Affairs tabled its Advisory Report on the Copyright
Amendment (Digital Agenda) Bill 1999 in Parliament on 6 December 1999. The
Committee has recommended some significant changes to the Digital Agenda
Bill including the recommendations to remove the definition of 'library'
from the Bill and to limit the range of exceptions for print to digital
copying. The government will now consider and respond to the Committee's
recommendations. The Bill is expected to be debated in the Parliament in
March or April 2000.

ASIALINK AWARDS NINE RESIDENCIES TO WRITERS IN 2000
The Asialink Centre announced today the recipients of Literature Residency
Grants for 2000. Eight Australian and an Indonesian writer have been
awarded a total of $102, 000 to spend time completing literary projects
related to various countries in Asia and Australia.
The program, in its fourth year, has had a major impact on both the
writers that go and the perception of Australian literature in Asia. This
year Asialink has introduced a reciprocal residency program for an
Indonesian writer to visit Australia as writer-in-residence, supported by
the Australia Indonesia Institute. This is important new cultural exchange
program, developed in partnership with Jakartaís Lontar Foundation, is
certain to be an exciting and challenging development for both countries.
The Australian writers selected for the program in 2000 are a great mix of
young and old, established and emerging writers and their projects are as
diverse as the countries they are travelling to:
Award-winning documentary screenwriter Maree Delofski will spend her time
in India completing a feature length film about the mysterious origins of
Hollywood filmstar Merle Oberon. Was she really born in Tasmania or India
and why the need for such deception?
Chi Vu is an exciting young writer, performer and theatre facilitator from
Melbourne who intends to develop a collection of short stories that explore
her experience of Vietnam as an Australian returning to her country of
birth.
Journalist and writer Christopher Kremmer will be developing an screenplay
adaption of a 19th Mirbeau play set in Ceylon, now Sri Lanka. Kremmer is
the author of the award-winning Stalking the Elephant Kings: In Search of
Laos (Allen & Unwin).
Rebecca Edwards will be teaching a course on Australian culture at Keio
University in Japan while working on a book of poetry inspired by her
surroundings. Edwards is a talented young poet from Queensland who has long
had a fascination with Japanese language and literature.
Screenwriting couple Andrew Kelly and Sue Smith will explore the migrant
experience of Vietnamese Australians using the story of a baby dropping
onto Bondi Beach tied to a kite. The ensuing controversy and intrigue
results in a journey to Vietnam to discover the background of this
extraordinary occurrence.
Korean-born Donío Kim has lived in Australia for many years and is
currently working on The Grand Circle, a novel exploring the politics and
the personal turmoil of reunification in Korea and its relationship with
Australia.
Christine Gillespie is a ëlate-starterí, coming to writing after a care=
er
in adult education and training, and has now won a number of competitions
and awards as well as having a commissioned play by Playbox due out later
this year. Malaysia will give her the opportunity to complete her first
novel, set in Asia, and to develop a new project exploring aspects of
Malaysiaís multicultural society.
Tasmanian poet Andrew Sant is keen to write a collection that take their
cues from aspects of Chinese poetry and hopes to become involved in
collaborative translations while at Peking University.
The Asialink Literature Residency Program is supported by: The Australia
Council, Arts Victoria, the NSW Ministry for the Arts, Arts Queensland,
Arts WA, Department of Arts & Museums NT, Arts SA, Arts Tasmania, the City
of Melbourne, the Hijjas Foundation in Malaysia, and the Department of
=46oreign Affairs and Trade through the Australia Indonesia Institute,
Australia Korea Foundation, Australia India Council, Australia China
Council and the Japan Cultural Program.

Subject: Maguire Medal 2000
LASIE (Library Automated Systems Information Exchange
makes two awards for outstanding papers on information
technology in theory or practice, the Peake Prize and the
Maguire Medal. These Awards are made in alternate years,
with a prize of $1000 and a commemorative certificate or
medal. Winning entries are published in LASIE. Entries are
now called for the Maguire Medal for 2000.
THE MAGUIRE MEDAL 2000
The Maguire Medal is named in honour of Carmel Maguire, former
head of the School of Library and Archives Studies at the
University of New South Wales and long serving editor of LASIE.
The Medal is intended to encourage librarians and archivists who
are new to the profession to share their ideas and observations on
the challenges of information technology with colleagues in
Australia and overseas.
The Medal which carries with it a prize of $1,000 will be awarded for
an outstanding article on practical applications of information
technology in libraries and kindred institutions. The article must be
original, and must have been written by a professional librarian or
archivist within five years of completing their first professional
library qualification. The article must be suitable for publication in
LASIE.
CONDITIONS OF ENTRY
1To be eligible for the Maguire Medal the author must be a
professional librarian or archivist who has completed a first
professional library qualification, recognised by the Australian
Library and Information Association or the Australian Society
of Archivists within the last five years.
2In subject matter, style, form and presentation the article
must conform to the general requirements for articles
contributed to LASIE. These requirements can be viewed on
the LASIE Home Page
(http://www.slnsw.gov.au/lasie/welcome.htm and are
reprinted in issues of LASIE when space permits.
3The author must certify that the article is his or her own work,
and has not been previously published. Quotations from other
sources must be clearly identified as such.
4Only one entry may be submitted per entrant.
5Entries should be placed in a sealed envelope, marked only
with the title of the article. This envelope, together with a
completed entry form, should be enclosed in another
envelope and sent to The Editor, LASIE Awards, State
Library of New South Wales, Macquarie Street, Sydney
2000. There must be no identification on the entries
themselves.
6The decision of the judges, a panel of distinguished members
of the profession, is final. LASIE reserves the right not to
make an award in a particular year.
7The winning entry will be published in LASIE.
8Entries must be received at the State Library of New South
Wales, Macquarie Street, Sydney 2000, by 5.00 pm on 29
September 2000
