National Policy Congress!

We have now set the place and venue for the inaugural National Policy
Congress. Please note that divisional representatives should make their
travel and accommodation bookings as soon as possible. The NPC will be held
on 26 May 2000 [9.30am to 5.30pm] and 27 May 2000 [8.30am to 12.30pm], at
the Rydges Canberra (formerly The Lakeside). A block booking for
accommodation has been made at Rydges Canberra at the rate of $105 per

National Policy Congress!!

An important reminder concerning divisional representatives: A number of
divisions of ALIA have yet to provide the name of their nominated
representative. This person is not necessarily the divisions'
representative to the National Policy Congress (NPC), but is the one who
also carries the voting rights for the division. The NPC elects two
directors to the Board, and the voting papers have been distributed to
nominated representatives.
If your division has not yet given the name of your representative to ALIA

Subject: Kinetica usage reports
Kinetica Usage Reports are available now from the National Library's Web
site at http://www.nla.gov.au/kinetica/usagereport/. You can also access
the reports from the link on the Kinetica web site. Use your Kinetica
username and password to logon.
The reports list your searching, holdings, cataloguing and authority
control activity. Each report is described in more detail below. The
reports allow you to specify any date range from Kinetica's commencement
on 17 March 1999 until the day prior to running the report. Each
organisation can view its own activity only. Activity is reported at
username level with totals for each organisation.
Please note that there is a limit on the number of users accessing the
reports at one time. If you cannot access the reports, please try again
later.
We plan to provide Kinetica Document Delivery reports using this interface
later in the year.
DESCRIPTION OF THE REPORTS
1. Search report: includes searches performed through KineticaWeb on both
the Search and Update databases, and through Kinetica Document Delivery,
the Kinetica Client and z39.50. Prior to April 2000 a very small number of
searches was not logged correctly for Usage Reports. Your quarterly
invoice reflects the correct number of searches performed.
2. Holdings report: lists all holdings updated using the Kinetica Client.
Holdings updated using KineticaWeb are only
counted from Monday 28 February 2000 when version 3.2 of Kinetica was
implemented.
3. Cataloguing report: covers online activity using the Kinetica Client.
Use of the New and Copy functions to add cataloguing records are listed
separately. Changes and deletions are also listed. Changes which only
updated holdings, the Australiana flag and/or the authentication level are
not included.
4. Authority control report: covers online activity using the Kinetica
Client.

been placed on the Library's website so that libraries and researchers
are better informed about the richness and breadth of the Library's
holdings in this area of its legal collections.
This guide has been updated and re-organised from the published volume
(1993) to include the holdings of Asian countries' laws up to the letter
S. (T-Z will be completed as soon as possible). Where the Library has
substantial holdings of a particular country's laws, there are now
standard subdivisions to allow more efficient browsing.

How can libraries respond to the issues and challenges of online,
web-based learning?
---------------------
The main aim of the day is to share experiences and knowledge of how
libraries are meeting the needs of online teaching and learning. The
workshop would be useful for anyone interested in the development of
library material for online, web-based courses. This may include library
professionals working in education, special or government institutions.
There are two guest presenters: In the morning, Rik Hall, Manager of the
Instructional Technology Unit within the Computing Services Department
at the University of New Brunswick in Fredericton NB Canada, will share
with participants his experiences of online learning and how he has
worked with library staff in preparing courses.
In the afternoon, Roisin O'Reilly, Head of Teaching Development at James
Cook
University, will hold a practical session focusing on some basic design
and structure principles of online delivery systems.

Subject: Australian Library Week in the ACT
LIBRARY WEEK IN THE AUSTRALIAN CAPITAL TERRITORY
Canberra libraries will come alive from May 15-21, as part of Australian
Library Week celebrations.
Throughout the week, ABC TV will feature a series of `Snapshots' on various
special libraries around Canberra. These will screen just before the 7pm
news.
Branches of the ACT Library Service will be conducting Internet Seminars.
On Tuesday 16 May, there will be a breakfast at the University of Canberra's
Staff Club. Belle Alderman, Head of the School of Information Management and
Tourism and a well-known lover of Children's Books, will speak about famous
characters from children's literature - incorporating classics from Beatrix
Potter to Harry Potter. The breakfast will be followed by a tour of the Lu
Rees Archives, a special collection of the Children's Book Council of
Australia which is housed within the University's Library.
Also on Tuesday 16 May, the ACT Library Technicians section will mark
National Library Technicians Day with a breakfast at `Waldorf on London'.
Senator Kate Lundy will speak on `Government Information Policy and its
Implications for Information Providers' at a Professional Perspectives
lecture for the University of Canberra Library and Information Studies
Program on Wednesday 17 May, from 12.30-1.30pm.

EVALUATING WEBSITES
The ALIA One Person Australian Librarians Special Interest Group is
pleased to announce the publication of a new handbook to assist you in
evaluating
Internet web sites.
Since its introduction the Internet and WWW has opened up the floodgates
to end user searching. The low cost and ease of hosting a web site has
resulted in an explosion of sites ranging from commercial to personal.
Whatever information is sought, there is a high probability that a web
site exist to answer the need. But common perception amongst Net users is
that
all information off the Internet is good and reliable. But Librarians
know
better. With the absence of standardisation, organisation and regulation,
the Net has become an unyielding monster ñ there may be treasure amongs=
t
the millions of sites but there is also a high proportion of junk. The
Net's very nature encourages self-publishing which bypasses the
evaluative
processes embodied in print and electronic resources.
For reliable, objective, credible and current information, a web site
needs to be put through an evaluative process. Otherwise, the information
is
untrustworthy and dangerous. But what criteria should be used and what
should be evaluated? Apart from content, a web site's quality is also
dependent on layout/design, technical aspects, tools used to access it,
style and copyright.
This handbook looks at each of the above elements and provides a guide to
assessing web site structure and quality.

ALIA 2000 Capitalising on Knowledge
The Australian Library and Information Association ALIA 2000 Biennial
Conference will be held at the National Convention Centre in Canberra,
Australia from 23-27 October. The umbrella theme of Capitalising on
knowledge - the information profession in the 21st century will provide
national and international speakers with the scope to examine who will be
the information providers as this new century unfolds, and on what basis.
While the program themes are of critical importance to librarians, the
issues will also attract the attention of information technology
professionals and knowledge workers as well as authors, writers and
publishers.
Conference Outline
Exhibition of 100 booths including a range of exhibitors in diverse
industries.
Social program including a welcome reception at the National Convention
Centre on the Monday, a cocktail reception at the National Library of
Australia on the Tuesday and the conference dinner in the Great Hall at
Parliament House on the Wednesday night.
Pre Conference Workshops including The Fringe running on Sunday 23 and
Monday 24 October.
The Conference Program:
Day 1 will concentrate on the changing information environment and the way
in which major social, political, economic, legal and technology influences
will affect how information is accessed and disseminated over the next few
years. How will information be delivered? What will be the impact of media
convergence? Will libraries still be relevant? These questions will also
embrace discussion about intellectual property, information ownership,
privacy and censorship.
On Day 2 the focus changes to understanding the needs of the information
consumer. Different streams will cover knowledge management, content and
content providers, accessibility of services and the technology that will
drive this access. Topics for presentation and discussion will include the
knowledge aware organisation, the nature of the online community,
information services in rural and remote communities, the information market
and different models for online bookshops.
Throughout Day 3 speakers will turn their attention to the creators of
information, authors and publishers, and the changing roles of the
information professions.

Keynote Speaker Profiles
Dr José-Marie Griffiths
Dr José-Marie Griffiths is the University of Michigan's chief information
officer, executive director of the information technology division and a
full professor in the school of information. She has overall responsibility
for all aspects of information technology at the University of Michigan,
including telecommunications, networking, computing and infrastructure. Dr
Griffiths will deliver the plenary address on Thursday 26 October on the
theme for the day * Provider roles: the information creator and the roles of
a range of information professions.
Dr Brian L Hawkins
Dr Brian Hawkins is currently president of EDUCAUSE, a professional
association of more than 1600 colleges and universities, dedicated to
transforming higher education through information technologies. He is a
management professor by training, and is the author of one book and many
articles in the area of organisational behaviour. He received his Bachelors
and Masters degrees from Michigan State University, and his PhD from Purdue
University. His organisational work has focused on organisational structure,
conflict management, communication, and performance appraisal. Dr Hawkins
will be delivering the plenary address to the conference on Wednesday 25
October on the theme for the day * Understanding and providing for consumer
needs.
Ms Ann Symons was President of the American Library Association 1998/99.
She has had a long association with ALA including as Chair of its
Intellectual Freedom Committee. Among a long list of publications, Symons
has recently co-authored Speaking Out: Voices in Celebration of Intellectual
=46reedom. Ann Symons has made numerous presentations on intellectual
freedom, libraries and the rights of young people.
Dr Brewster Kahle is co-founder and president of Alexa Internet, a web
navigation service. Prior to Alexa Internet, Kahle invented the WAIS (Wide
Area Information Server) system and in 1989 founded WAIS Inc., a pioneering
electronic publishing company. Six years later he sold the company to
America Online. Kahle also helped start Thinking Machines, a parallel
supercomputer maker in 1983, serving there as lead engineer for six years.

The Public Record Office Victoria (Australia) Standard for the Management of
Electronic Records in the Victorian Government (PROS 99/007) was launched on
26
April by the Victorian Minister for State and Regional Development, the Hon.
John Brumby.
The Standard will be of interest to all those concerned with the long term
preservation and management of electronic information, especially those who
have
been following the developments of the Public Record Office's Electronic
Records
Strategy.
The Standard details the primary requirements for the management and
preservation of electronic records in the Victorian public sector. It has
three
specifications which provide technical detail about the long term
preservation
of electronic records, the requirements necessary for records management
systems
which maintain electronic records and the metadata required for the proper
management and retention of electronic records.

A call for tenders has also been announced to implement the Standard and
recommendations from the Victorian Electronic Records Strategy Final Report

April Gateways now online
In the April issue of National Library of Australia Gateways, read about how
Australia might have become a Spanish colony, were it not for a fateful
decision by sixteenth-century Spanish explorer, Alvaro de Mendana. The
National Library has acquired an eighteenth-century manuscript of Mendana's
report of his groundbreaking voyage to the South-West Pacific from 1567 to
1568, during which he discovered the Solomon Islands.
The Library issues its Directions statement for 2000-02 while in other
Library news, Robyn Holmes takes up the newly-created position of Curator of
Music.
Decisions about increasing the cost of Kinetica services have been deferred
until later in the year and an advisory group will look at how Kinetica can
improve national access to electronic resources. James Michalko speaks on
heritage access issues and the race is on to preserve our cultural heritage
materials at the sound and image archivists' version of the Olympics-the
Joint Technical Sessions 2000.
New in the Pictorial Collection, the joys and horrors of love and marriage
in the Victorian era is the subject of a fascinating early twentieth-century
board game. The Library has also added to its Dame Nellie Melba collection
with the acquisition of four concert programs from the opera singer's early
career.

In response to quite a bit of comment from our users, we're pleased to
announce that NUC symbol searching is now accessible from the 'Standard
search' screen of the Gateway!
You can now select to search on library "Name" by keyword, phrase or NUC
symbol. The method of searching for NUC symbols from the 'Advanced search'
screen remain unchanged.
Please note that ALG is not a surrogate ILRS Directory and does not include
all Australian NUC symbols. The ILRS Directory is, however, under
redevelopment and we hope to release the new product in the 4th quarter of
this year - for more information about the ILRS project, please read
